Project goal – to modernize all the Lithuanian railways radio communication systems by implementing the GSM-R system. During the modernization it is was planned to completely change the existing analogue radio systems were completely changed to unified GSM-R platform that fully satisfies all Lithunian railways radio communications needs for 15-20 years and increases the traffic safety, and makes the expansion of communications services possible.

The feasibility study deeply analyses the technical aspects, the economical justifications, and the necessity of the implementation of the GSM-R on the entire Lithuanian railways network:

  • To replace the existing Lithuanian rail analogue linear and zonal radio systems, operating in hectometric, metric and decimetric wave ranges;
  • To install a unified GSM-R radio system which meets the EU requirements, EIRENE, MORANE and other standards applied to such systems;
  • To ensure the company’s radio service needs, and to expand the railway radio communication system’s functionality by exploiting the GSM-R system’s facilities;
  • To facilitate the provision of new communication services to the passenger and cargo carriers and other companies operating in associated activities;
  • To increase the railway traffic safety;
  • To reduce the risk of accidents in which people, the company’s assets can be affected, hazardous materials can be disseminated to the environment, etc;
  • To create the initial conditions to the implementation of the second and third level of the European Train Control System (ETCS);
  • To ensure compliance with the requirements set out in the Directive 2001/16/EC on the trans-European conventional rail system and its annexes;
  • To perform the environmental impact assessment procedures;

To prepare the detailed action plan for implementation and cost-benefit analysis of each phase of the implementation.
